Ruth Kelly was born in Boone County, Kentucky and, after teaching school for a while, went to work for the US government in Washington DC. She was in Washington for 10 years during the Great Depression and World War II. She came back to Boone County after the death of her parents, but continued working for the Internal Revenue Service in Cincinnati, Ohio.
